The Every Student Succeeds Act (ESSA) requires state education agencies (SEAs) to collaborate with school districts, civil rights organizations, principals, teachers, “other school leaders,” parents, and many others. This NASBE policy update identifies five common challenges in engaging this extensive list of stakeholders, and highlights several promising practices states are using to address them.
