Arlington, VA — A statement by Jim Kohlmoos, Executive Director of the National Association of State Boards of Education, on the release of President Obama’s FY’13 budget proposal:

“It is always gratifying to see such great emphasis placed on public education in an Administration’s budget—especially now, when states are struggling to balance their own budgets. But while we are encouraged by the proposed fiscal support for education as a cornerstone of our economy and our society, we remain concerned about the emphasis on competitive grant programs.

“We continue to have overriding concerns about equity issues. Our greatest priority as a nation should be given to funding that supports schools, students, and the communities that need them the most via formula grants such as IDEA and Title I.

“As detailed in the Education Department’s report from earlier this year, states face capacity challenges as they implement programs under Race to the Top. We recommend the Department takes into consideration how it can help states surmount these challenges before dramatically expanding competitive grant programs.

“We look forward to working with the Administration and Congress in continuing the support for education in FY13.”
