OVERVIEW

The Vermont
State Board of Education has supervision over, and management of, the Department
of Education and the public school system, except as otherwise provided by law. The powers and duties of the board include making regulations governing:
attendance
and records of attendance of all pupils; standards
for student performance, adult basic
education programs, approval of
independent schools, disbursement
of funds, and
equal access
for all Vermont students to a quality education.

are described in the Manual
of Rules and Practices.

Mission
The State Board of Education and the Department of Education provide leadership and
support to help all Vermont students achieve excellence.
Vision
The State Board of Education and the Department of Education shall sustain a vision
of high skills, creative thinking and love of knowledge, and learning for every student
while ensuring student achievement in a safe and healthy learning environment.

The Transformation of Education in Vermont
The Vermont education system must prepare students for a future that is continuously being reinvented and must give them the 21st Century skills they need to succeed. The Future of Education in Vermont
In the Fall of 2007, the State Board of Education and former Commissioner Richard Cate articulated their vision for the future of education in Vermont. The vision document was the starting point for several public conversations that began with the October 16, 2007 State Board meeting at which students and parents participated in roundtable discussions on the future of education.

Vermont State Board of Education and Vermont Department of Education Strategic Plan for 2006-2007
Originally released in June 2004, the Strategic Plan is designed to guide the work of the Board and the department. The focus of the plan is expressed in the goals that follow, which are based on the respective Board and department roles and responsibilities: 1) support high-quality, innovative instruction to improve student achievement; 2) provide and promote high-quality educational leadership; 3) promote safe and positive learning environments; 4) build department capacity to best support external needs; and 5) practice and promote effective use of all resources.

Plan Implementation Grid (June 2007)
With the completion of the Strategic Plan, the Department of Education Leadership
Team continues to review with their teams the strategies in the plan. This grid provides
an overview of how the department intends to implement these strategies.

Vermont State Board of Education FY 2009 Budget Recommendations & Annual Report: "The Future is Now "
Produced annually, the State Board of Education's Budget Recommendations and Annual Report provides an overview of the Department of Education's programs and teams along with an overview of the proposed budget for the upcoming fiscal year. The department works with the State Board to ensure that the book is a useful resource not only to the Vermont Legislature as it reviews state agency budget proposals, but to members of the education community and general public as well. |

MEMBERSHIP

The board consists
of nine voting members and one non-voting member appointed by the governor with the
advice and consent of the senate. One voting member is a Vermont high school student.
The non-voting member is a Vermont high school student who is a junior member and
will move into the voting student member slot the following year.

SCHEDULE

The Vermont
State Board of Education meets on the 3rd Tuesday of each month. Meetings are held
at different locations around the state and generally begin at 9:00 a.m. Members
receive a $50 per diem plus expenses. View meeting schedules and agendas for upcoming

STUDENT & LEADERSHIP RECOGNITION

In keeping with its strategic plan, the State Board of Education annually recognizes leadership and student academic achievement.
- Student Recognition (2008)
The State Board of Education annually recognizes student academic achievement and leadership at the state level. The Board believes it is both appropriate and essential to encourage students to perform well on state and national assessments, to pursue scholarships and further their education, and to act as positive role models for their fellow Vermont students.
On April 8, 2008 at Mill River Union High School, North Clarendon, the State Board hosted its third student recognition ceremony during which students from around the state were honored for their academic and leadership excellence. Board member Jessica Bullock emceed the program; Board Chair Tom James, assisted by members Susan Schill and Kathy Larsen, presented framed certificates to the more than 30 students present.
