The State Board of Education was established by the General Assembly to be the principal administrative regulatory body for elementary/secondary and higher education in the Commonwealth.  In addition to promulgating regulations, the Board has the statutory authority to “adopt broad policies and principles and establish standards governing the educational program of the Commonwealth.”  Historically, the Board has also been the body to review and approve school district reorganization and the establishment of public postsecondary institutions.  Additional information...

  A revision to Section 14.143B was necessary because it was determined to be improperly broad, in light of the PARC Consent decree from 1973 regarding disciplinary placement of students with mental retardation.
