Introduction: Alexandria, VA – The National Association of State Boards of Education (NASBE) is issuing “guiding principles” for Congress to consider as it makes modifications to the No Child Left Behind Act during the reauthorization process. “Ultimately, these ‘guiding principles’ are about transitioning NCLB from a law of absolutes to one that recognizes that a one-size-fits-all approach is difficult, if not impossible, to put into practice. We all want to achieve the goals of NCLB, but states must be given the flexibility and opportunity to innovate to reach these goals in their own ways while still being held to firm benchmarks of progress,” said Brenda Welburn, NASBE Executive Director.
