NASBE Member Survey on NCLB CoverNationwide, an overwhelming majority of state board of education members—72 percent—believe the now seven-year-old No Child Left Behind Act is an unfunded mandate, according to a March 2008 survey of its members by the National Association of State Boards of Education. Further highlighting board members’ feelings about NCLB mandates, 71 percent oppose any new state testing requirements in other grades besides those currently demanded.

A significant majority of state board of education members don’t think Congress should reauthorize the No Child Left Behind Act this year, and an overwhelming number don’t think Congress will be able to enact reforms to the education law before 2009 at the earliest.
